In his Opening speech President Tay Peng Hian thanked Chinese Taipei Philatelic Federation for
sponsoring the 74th FIP Congress and also invited Mr Chen Yu-An, President of the Chinese Taipei
Philatelic Federation, to give a welcome speech. President Tay then proceeded to welcome all
delegates and observers. Due to technical considerations, President Tay commenced the Congress
first with the Financial Report of the FIP financial situation from 2010 to 2015, as well as the
figures for the first 9 months of 2016.
